I don't know what Google they're talking about, but for non-customer-facing code, Google was atrocious for that when I was there. "Docs? Just read the code," was a VERY common refrain there. Google was absolutely non-negotiable on the necessity of checking in tests with your code, but missing docs was definitely the norm.
