If you have to resign in order to have this HR policy changed the company you were working for was not worth working for anyway. I don't think it is right to work for companies that disrespect their employees on such a fundamental level. You did the right thing in resigning. I am also somewhat surprised that you complied with the policy. Why would you comply when you knew it was wrong?
