I think it's pretty selfish of you to assume that it's in a city's best interest for you to hit green lights. This project can be an excellent tool in a civil engineer's toolkit, but that doesn't mean that every intersection should be perfectly optimized for traffic to always flow unobstructed, especially around hot pedestrian areas and busy hiway entrances and exits.
