FWIW, this headline seems pretty misleading. X wasn't fined for some actual child safety concern, but because they didn't fill out a government form requesting information with all of the answers filled in such as providing the average response time to a child safety report.
And interestingly, X wasn't alone in not providing all of the requested information. On that specific question (average response time) Google also wasn't able to provide that. And other companies in their own answers cited that the request was a bit vague in that different CSAM reporting methods, like providing buttons for flagging some content but requiring webforms to be submitted for other content, made it harder to find the right methodology to answer the question.
Now the question becomes, should X have answered all of the questions as best as they can? That probably would have been the smartest thing. But I'd bet on X having a pretty decent argument in response. But whoever is organizing the 2 minutes of hate against Musk got their negative headline, which is all some people seem to care about right now.
