"By the end of next year" makes me think this is something they just started planning because of the mess with 17.0.2 (even the front page of att.com had a banner warning users to update before setting up the phone). I assume it is some mechanism by which the wireless charger tells the phone 'when you hit 100%, turn on your wifi and check for updates.'
