Ask HN: Is Paypal approving crowdfunding applications?

It took less than 2 weeks in January for Paypal to do the "technical review" part of our application to use Adaptive Payments for a our crowd-funding site. But now we're in our 10th week of waiting for their "business review process" to complete. We've been told that some policies are being changed. So my question is, has anyone had recent success getting Paypal to aprove a crowdfunding application?
