The answer to the question is almost certainly no as the germ theory of disease was barely around at that point. It would not have occurred to anyone that you could get people sick this way. It seems more likely we misunderstand one instance of military reimbursement. Also, if it did occur to them they could kill people that way, they’d have done a lot more of it.
