If you look at the page that has the executive bios at https://dot.ca.gov/about-caltrans/executive-biographies https://dot.ca.gov/about-caltrans/executive-biographies there isn't anyone with the title "VP" but "deputy director" seems to roughly be the equivalent of a VP title at a private sector company.
