A number of companies (including WhatsApp/Meta and Signal) made a big fuss about withdrawing from the UK market if the Online Safety Bill passed (which it basically did - just awaiting the formality of Royal Assent). They have been rather quiet since. I wouldn't trust any of them to be "non-compliant".
