"Ukraine’s Deputy Prime Minister and Minister for Digital Transformation Mykhailo Fedorov has urged the Internet Corporation for Assigned Names and Numbers to effectively ban Russia from the Internet."
That would not ban a country from the internet. It just means they would have to switch to another ccTLD or gTLD or Tor. To ban a country from the internet would require coordinated BGP filters.
In regards to ccTLD's they should think that through a bit more. Most first world countries have some less than stellar events in their history. Bad leadership comes and goes at every level. As such nearly all ccTLD's could be removed from the root servers based on that requirement.
