NiMH AA cells are 1.2V, while alkaline AA is 1.5V, and most devices will accept either. So for good switched power supplies Wh is more important, since that will correlate best with battery life.
Of course for linear power supplies or plain resistive loads you'll get different results, so you're right that it's impossible to use a single number to summarize the capacity of a battery.
