The whole point of traffic calming is that if you drive like a maniac you damage your car. And slowing cars down is inherently safe, simply by virtue of how speed affects fatality rates. A given car, when parked, can't kill anyone, and going 100mph it will kill just about anyone it hits, and it's continuous and monotonous in between.
