Having little to no insight or direct experience. I cannot tell you how unbearable Istria and Dalamatia coasts can get in the Summer months without AC. And I've lived in Zagreb not far from the Slovenian border when we couldn't afford to turn on the radiator on for more then a few hours and it f'ing sucked. It made living in Germany almost comfortable by comparison--I lived near the French border and only had kachelofen to heat the home.
Croatian climate is incredibly diverse, its much like Californian climate in that respect; it has lots of islands where you may get away without AC or Heating, but that doesn't encompass the mainland. For such a tiny country it has a lot of diversity in terms of climate and culture for that matter.
