I'd imagine that it's pretty similar for game-consoles: literally _any_ tooling/docs that allow $hackers or $pirates to gain any foothold threatens our business model... I don't think either of those are particularly _good_ arguments, but I'd bet that they're very similar to whatever lobbies were involved in crafting the legislation.
