Does it matter? Kraków is doing its own thing without much fanfare and I think it's great. I went there a few weeks ago for the first time in 6 years or so and could easily identify positive changes that make living there more pleasant. Also while driving was a little slow (as usual), I had no problem finding (paid) parking close to the old town.
