Specifically for most Android devices, only Japan specific variants of each model carry the hardware necessary to work with Japanese IC cards. To my understanding the only exception are Pixels but those require some tinkering to get the hardware to actually work if they’re purchased outside of Japan. iPhone and Apple Watch work OOTB since iPhone 8/X and Series 4.
