Starting weather service for India/China/Africa

Guys, I see that weather prediction in countries like India or China is not upto US standards. I see lot of businesses(insurance, sports, power industry) etc can use weather information in their decisions. I am thinking of starting a weather prediction company. Can you tell me what it takes to start predicting? How long will one take to understand and implement basics of prediction? What technological/financial resources does one need? Thanks GRR
