I guess that is why Facebook doesn't have a Dislike button. In the end, it never works. We are emotional creatures and sometimes we feel like we need to vent off somewhere. And during that time, we are highly likely to vent off on things unrelated to the source of the feeling we feel we need to vent off. I think to fix that, either remove downvoting entirely, or add a secondary system where downvotes are reviewed, and the downvoting right is taken from people who abuse it.
