It's to find designer or developer who want to become startup founders who don't already have ideas to sacrifice for yours. I would say for a designing more so than development freelancing maybe your best option. I would freelance out development because for non-technicals it's hard to tell the difference between good and bad development. Plus looking for a designer it more of a preference based on past work where developers past work might look good and be bad or vice versa.
