Israel Declares War ... Against whom? The legalities of Declaring War mean that you have to have a specific nation 'to be at war with'. I see nothing in this excerpt that specifies anybody. As the excerpt stands, it means that Israel is at war with every other nation/state/group in the world. Sounds interesting to me. We could get Monaco, Venezuela and Inner Mongolia to pal up and send over an expeditionary force.
