This is naive. It's saying that politics would work better if you remove politics from it. Possibly true, but like saying bridges would be cheaper if the gravitational constant was smaller.
IMHO the better approach is to avoid centralized decision making particularly for such difficult subjects. And learn from the resulting massive parallelism we sometimes call liberty.
