If you mean the shopping cart of a website makes the world go then sure, but if you mean the underlying database engine or OS kernel or deepest part of the stack, then it is definitely not easy. Ultimately, learning the fundamental concepts of programming is not hard at all and anybody can learn them. Programming is hard or easy solely depends on - what the program is supposed to do.
