IMO, the most likely outcome will be a move towards stronger checks to validate personhood. The sociotechnical changes necessary to do this effectively are already in motion, facilitated through the big three consumer identity providers - Apple, Google and Microsoft. State-run services could also play a part. There are privacy preserving means of doing this safely, but they would need to be extremely robust in order to gain and maintain the public’s trust.
