1) Yes 2) I think what you mean is the ability to grab the file without logging in from somewhere, and since you can currently do that from Google Docs right now, then it's most likely to be possible as well. Maybe you also mean to have canonical URL's as well, and I think that might be something that wouldn't be there initially at least.
