QUIC has its own flow control. It's not raw UDP. Now, I wish ToS/QoS were more broadly usable for traffic prioritization. It sounds like you're using UDP vs. TCP as a proxy for ToS/QoS. At a minimum, you're still going to have a bad time with TCP streams getting encapsulated in UDP WireGuard VPN connections.
