Conspiracy, empirically, seems to be the default order of things. Very regularly we discover evidence for new conspiracies committed in the past that we previously did not know about. If powerful people _can_ meet in secret and agree on self-serving courses of action, then they _will_. Did powerful entities all of a sudden decide that they should play fair at some arbitrary point in the last couple of decades? Unlikely. Especially not considering that more and more power has been consolidated in a smaller portion of the population since then. And like with cockroaches, if you see one, you can be assured there’s hundreds you aren’t seeing.
The concept of innocent until proven guilty exists to balance the scales in the direction of the less powerful, applying the same standard to governments and other large organizations is ridiculous and only serves to make conspiracies easier to execute.
