Slight nuance is that that partially explains the price difference, but I'm fairly sure that it's also largely due to just lacking economics of scale, unfortunately. But they are paving the way, showing how things can be done, setting up the required tooling and documentation, and hopefully thereby influencing (legislation for) the big players to improve. In fact, that's my main justification for spending the money.
