I'm not a lawyer (especially one specialised in UK law), but from the guidance it seems that there are several very broad provisions in the sanctions. I don't know how your publishing agreement is structured, but, for example, "The Regulations prohibit: ... establishing joint ventures with a person connected with Russia". Packt Publishing have made, possibly based on legal advise, their own interpretation of the restrictions. On the surface, I would imagine your contract language to be more relevant in this case than your country of residence. But it would be better to get actual legal advise than Internet comments on the case.
