To the extent there is a deep state, it exists as the laws (and the civil servants charged with upholding those laws) that were passed under previous administrations and act as a check on the current one.
- sangnoir 3y agoParent's point is that civil servant momentum is heavily outweighed by the lobbying of the rich, who are not trying to keep things as they are (like public workers), but succeeding in changing society to better for their needs regardless of who's currently in charge.
