Whether countries use mostly landfills or incinerators depends pretty much on one variable: Population density. The US has plenty of space for landfills. Japan has very little space. But ultimately, landfills and incinerators are both bad solutions. CO2 capturing for incinerators would be somewhat sensible, but there is currently no plant doing that. There were plans for one in Oslo, but that just got put on hold due to increasing costs.
