The police serve the business class, and otherwise don't tend to do much. They're mostly interested in maintaining a sense of "peace" rather than solving crimes and guaranteeing safety. Public shaming like this seems great. Admittedly, I'd be nervous to perform a stunt like this in the United States because I'm afraid the thief would have a gun. Or that the police would show up to the scene, get hyped up and confused, and shoot me for some reason.
