Ancient Roman advertisements didn't send out flying airtags to follow all of the people who passed by and collate a bunch of extra data about where those people went, how long they spent there and at what times, what the purpose of those places was, how the social webs of all the people interconnected.... So clearly it's possible to advertise without tracking, we just innovated that benefit away.
