I believe the Pi 4's Vulkan driver only supported Vulkan 1.0. At some point Zink added a requirement that the Pi 4 doesn't support. The specs for the Pi 5 say V

I believe the Pi 4's Vulkan driver only supported Vulkan 1.0. At some point Zink added a requirement that the Pi 4 doesn't support. The specs for the Pi 5 say Vulkan 1.2, but for comparison the open source turnip vulkan drivers for Snapdragon Adreno GPUs supports Vulkan 1.3.
