I think the expectations are different for salaried workers in the US and (most?) EU countries. In the EU, salaried workers are usually contractually required to work a certain amount of time, unlike the US where it is more "do the work asked of you". If you have finished your task faster than expected, then you're supposed to get a new task and work on it until you've worked the contracted hours. Conversely, if you've done your hours, then see you tomorrow. In that regard, it makes more sense to track how much time you actually work since it is a breach of contract not to work them.
