I flagged this. If the headline mentioned Vota it would be fine ("Show HN: Vota, an innovative blockchain voting solution"). But it's a pretend question which is actually intended to advertise a particular solution.

The answer to the question in the headline is simple:
* Community governance is usually so small anything would work, it doesn't need this overhead or technical risk. Also, communities often don't want or care for voting anonymity or decentralization.
* In a real political election, every 'voting technology' that isn't brain dead simple will immediately lead to election challenges, conspiracy theories, maybe even a real civil war - even if it's actually perfect. None of the supposed improvements will even be considered until the entire stack can be explained to a tech-illiterate public; Nobody wants to even start explaining what 'L2' and 'L3' mean.
* This leaves us with a tiny space in the middle: large non-political elections, where the participants still strongly desire anonymity, worry about cheating and centralization, and are technically literate or at least trusting enough to accept the mechanism. I can't think of an example save for other blockchain projects, and there are I recall many other solutions in that space.
