I don't understand why you are being downvoted. People sympathetic to the enemy has been one of the primary security threats on both sides in the Russian invasion of Ukraine. During WW2 the Danish resistance killed more Danish informants than German occupation forces.

If Russia launches a full scale invasion of the US, then Congress can declare war and it will be a completely different story.
