Ask HN: Need Tips for Web Development Cost Negotiation

I was doing freelancing before. Now registered my agency. But the problem is I don't know how to negotiate for the development cost. I work on WordPress sites. Here in India, Small business don't pay much for website. Last project I worked for $200 USD. Major problem for me is. There are many agencies doing website development work for less than $100. So people are attracted by them. May be I'm targeting the wrong people or don't know how to negotiate. Any tips for me? Or point me what I'm doing wrong.

my first Q is always asking for the budget, hope someone will go into more detail then i decided if its worth even thinking about the real price

  I asked the question to few people. They directly say I don't have any idea because I don't know these things. But If I tell how much I charge they say no.

    you can say, oh i have a list of features for the web page, starting with $50 for a single landing page upwards to whatever you fancy offering...so, what would be your initial budget? we can always add more features afterwards
