Setting up a vagrant script would be worth more. Portable development environment (Ubuntu running in a virtual box), cross platform support, easily configurable and duplicatable, and segregated from host machine. You never know what kind of things people are doing on their machines, don't deal with that, use vagrant. P.S. I'm sure a rails script exists for vagrant so he could just improve that with whatever he's going to do.
