I think it matters. W11 OOTB is a horrible ad and telemetry ridden mess. You have to spend ages ripping out/disabling that rubbish, and it can suddenly turn back on after an update. For a work OS, I want sane OOTB defaults, or a "disable all of this" option in the initial setup. These settings should be respected and not overridden in an update.
