Is this normalized for the base rate? Aren't baby boomers a massive proportion of the population that is just ... aging? Should any different result be expected? (There is a concern if you have a lot of old, homeless people, but that's different from the concern implied that something systemic is causing old people to go homeless at a rate higher than the base.)
