All those folks entering at the US Southern Border are making asylum claims, and asylees are granted work permits, including while their cases are pending, allowing them to work for most any industry (with some restrictions). What you're describing is certainly a real issue, but it can solved in its entirety by simply providing visas, or even work permits.
