A great snippet from the CBO report is: "Availability rates for DoN’s aircraft fell from 48 percent in 2015 and 2016 to 45 percent in 2017, 42 percent in 2018, and 40 percent in 2019." There are several factors that affect availability rates. Some is aircraft age (F-15Cs have lots of mileage on them, as do the B-1s). Some is aircraft complexity. But one of the most important things is adequate (or inadequate) spare parts supply. This can be due to the various services not prioritizing this, or Congressional funding etc etc. https://www.cbo.gov/publication/57433 https://www.cbo.gov/publication/57433
