Have you tried recent versions of the Raspberry Pi Imager utility? It lets you build pre-configured Raspbian images, similar to what you're describing.

  It doesn't seem like that gives you the ability to push image updates over the network. Or to run with read-only a/b partitions.

    Correct. Lets you skip the "connect a keyboard/mouse/monitor" thing though.
