I fail to see how a bail payment is going to make anyone behave any better. At best I see it making poor people desperate for money and thus more likely to resort to criminal enterprise. Also your analogy isn't so effective when many people do think drugs should all be legalized to both reduce harm to users and cut the cashflow out from gangs and criminal enterprise.
