I appreciate how California wields the power and influence of its gigantic market to bring about positive change.
Car emissions were actively poisonous before California forced CARB restrictions. Adaptation made for a rough few years but eventually the automakers figured it out and everybody benefited in the long run. The car companies would not have had the guts to undergo that exercise if left to their own devices. It's an insurmountable collective action problem - one company nerfing its powertrain means its competition will eat its lunch. But it's different when all the companies are issued the same handicap.
