Martell seems like a decent bloke and a prof like myself who wants to communicate ideas well, but I think he carries a bit of the "academic disease" of assuming "reasonable people" will respond to reasonable ideas. Task-force Lima has an Achilles heel. Regardless of filters for acceptability criteria, or any taxonomy of fitness, the DoD do not exercise the power to stop the foisting of for-profit or politically expedient technologies upon a populace (globally) whose acceptability criteria are way below par but make a buck. That itself is a diffuse national security problem because the risk is in the "inevitable" erosion of those acceptability thresholds in a changing culture. Only education, rapidly and urgently, is any defence against what we now face.
