I don’t know much about the space, but I believe the situation is that the AMDGPU driver is open-source, but that there’s also the closed-source AMDGPU PRO userspace driver that sits atop it and can add certain extra functionality that (I gather) most people will never care about and which potentially performs a lot worse, so that for most users the recommendation is not to use it.
