Well, "habitual" is an adjective. I can't find the original ruling, but I did find this gem at the Times of India:
NEW DELHI: Amidst its ongoing tussle with `X', formerly known as Twitter, over takedown orders, the government told the Karnataka high court bench that the micro-blogging website is a habitual- compliant[sic] platform.
(Times of India did their best to prevent me from copy-pasting that under fair use, and wants me to share it in a Tweet!)
Perhaps it works different, I mean works differently, in Indian English; I don't know.
