I think we ought to free Canadia before we try liberating Mexico from the Mexicans.
How long would it take Washington DC to collapse without the drugs that come through Mexico? Where would everyone get their easily victimized non-Citizen underclass?
Far better to leave Mexico alone for a bit longer.
Of course neither is far away to really serve the purpose of feeding the defense contractors, so the actual strategy will probably hinge on starting in Argentina and conquering south America in a grand drive to the equator.

I'd think it would just as filled with drugs from China, Columbia, and the Middle East, just via different routes, and enriching different middlemen, and that's ignoring legal weed.
