I think the answer is kind of like this: no it's not really that bad in that nobody was physically harmed and the data was not leaked as far as we know. But it's entirely possible that moving it like that could have broken some data governance laws (in the EU, iirc) and we have those laws to protect people from impulsive, profiteering CEOs.
It could have played out differently: some data could have leaked and it could well result in terrible consequences (ask that guy in Saudi Arabia). Just because your self-driving car didn't kill anyone this time doesn't mean it is safe.
